In spring, 2023, Norton made the incredible discovery that women’s public washroom stalls are not required to contain trash cans, per the National Plumbing Code (NPC) and the Ontario Building Code (OBC). Women’s user requirements were not taken into consideration when the Codes were written. That means that literally tons of menstrual products are being flushed because we have no choice while menstruating. This wreaks havoc with our sewers, sewage pumping stations, WWTPs, and the environment.

The National Building Code makes no provision for menstruators in women's toilet stalls.

In the spring of 2023, Barbara discovered that the building codes ignore menstruation completely.

This is a game-changing discovery for sewers, as a lot of the trash ending up in our sewer systems is due to the failure to consider menstruation in toilet stalls.

This first step is to change the Codes to correct this omission. Norton submitted a Code Change Request to National Research Council (who oversee the the NBC), CCR 1699, NPC Division B, 2.5.9.9., on September 21, 2021.

Norton has the support of several MPs, on this initiative, Bardish Chagger (L), Waterloo, and Mike Morrice (G) Kitchener Centre.

Bringing this issue to the attention of the House of Commons is expected to expedite the required changes.

The other essential step is to retrofit existing buildings to provide at least a trash can and a public information sign.

Identifying this need, Norton developed a proprietary sign, covering all the information she is accustomed to discussing and explaining to residents. An informed public is a public that wants to help. And Canadians do. 

Municipalities must include proactive, descriptive and interactive public education to residents. Norton has been demonstrating how to do this, for many years.
